At Shimoni Core Primary Teachers’ College outside of Kampala, the buildings and grounds are full of insightful and useful quotes like the one above or ". The college welcomes about 500 students who learn to become primary school teachers over a 2-year period. It is free on the condition that students keep good grades. Otherwise they must pay tuition. 

Teacher effectiveness is a key priority of the Ugandan government, which has allocated more than 33 million of the $100 million GPE grant to improving head teacher management skills, early reading teaching and  inspections.
